The present Regional Livestock Development
Centres (RLDCs evolved from the Regional Veterinary Laboratory (RVL) with added developmental mandates.
Initially, it was an animal health and laboratory
service providing institution in the region.
The present RLDC at Tsimasham was relocated to its present location from Gedu in 2008 based on dzongkhag
distribution. Prior to Gedu, the
RVL was located in Phuentsholing up till July 1994. The RVL started as a continuation of the Zonal Veterinary
Laboratory (ZVL), Phuentsholing, which had
started with zonalization in 1989. The current laboratory building was a
residence, which was refurbished as laboratory by the then EC Project.
The land
under this RVL is 0.21 acres. The former
RVL at Phuentsholing is now functional as SVL.
The existing SVL building was purchased by EU project and converted in
the laboratory in 1998. The present RLDC located at Tsimasham is directly under the administrative
control of the Director General, Department of Livestock and technically
backstopped by National Centre for Animal Health, Serbithang.
The RLDC’s
main office is within the RLDC building with a branch office as Satellite
Veterinary Laboratory at Phuentsholing. At RLDC, various units exist viz. Administration and Finance, Laboratories (Parasitology, Haematology, Bacteriology, Serology and
Washing/Sterilization). Further, the centre also has Animal Health,
Animal Breeding & Production, Animal Nutrition and Research & Marketing
Unit. The SVL, Pling has a laboratory with Feeds Analytical capacity.
Dedicate
to support Department of Livestock’s vision of self-reliance in livestock
products and enhancement of socio-economic well-being by way of enhanced
domestic production.
Enhance
livestock productivity by providing technical and advisory services to rural
communities of the client dzongkahgs to achieve immediate and lasting change in
their lives through an organized approach embodying the principles of modern livestock
development.
developing policies, legal frameworks, strategies, and
guidelines to ensure efficient delivery of services necessary for livestock
husbandry;
Mobilization of resources for research and development of
livestock husbandry technologies;
Planning, co-ordination, monitoring, and evaluation of
the implementation of livestock development programs;
Enhancement of the capacity of all the programs and
agencies under the department including that of human resource; and
Liaison with international and national stakeholders;
Plan and
implement need based programs/activities related to animal breeding,
production, health and research and marketing.
Facilitate
and/or liaise with national centres, commodity centres and dzongkhags in
executing planned programs collaboratively.
Provide
advisory services and capacity building (trainings) as and when
required/demanded by the clients.
Furnish
information and references required by the dzongkhags, national and commodity
centres in the areas intervened by the centre.
Communicate
the outcomes, gaps and lapses, and supports required by the centre to cater to
the needs of the clients to the department, national and commodity centres.
Develop
pool of expertise to address the challenging and changing needs of the clients.
